If you think that, you're playing sub-optimally. Given that they don't go to war as often as in the past and that certain benefits can only exist if you establish friendly ties, your statement is demonstrably untrue. I'd much rather give a luxury as a gift in exchange for a research agreement or extra gold per turn for that luxury (and all other luxuries) in the future (or for a lump sum for luxuries instead of gpt).

Exactly. And the lack of understanding about this is what also brings the whole cataract of whines about the warmonger mechanics.
