Where can I find a guide for this mod? The wikipedia link isnt working and I have know idea how everything works

There is the PDF link which gives you Grey Fox's pretty PDF that lists some strategy and details on each Civilization, and then there is the Unit & Civ Reference Charts which I provided with raw information (nicely sorted) about every unit and building, as well as the technical differences between Civilizations.

The PDF I found only talked about different civilizations within the game. Are there any guides that talk about the new game concepts?

The in-game civiopedia covers quite a lot if you look at the "game concepts" section.

a less uniform/efficient way to learn specific info is just to do forum searches. that's basically what i've done to learn about game concepts (like the Armageddon counter) and the world spells and such.
