Why can't I build an Artists Guild?

I'm trying to have a quick and easy game with Babylon. Why can't I have a quick and easy game without something going wrong? I have the tech, built a Writers Guild, but can't build an Artists Guild for some nice golden ages.

Usually this happens when you've either queued up the guild in another city and haven't noticed it, or you've conquered a city that had an artist guild.
