Why do I have two paper resources?

I only have one scrivener's office and no local paper resources in my cities...

Thank you for reporting all those problems.
However, for readability, it is better to make Github post (https://github.com/LoneGazebo/Community-Patch-DLL/issues) for bug reports, and use the quick question thread (https://forums.civfanatics.com/threads/quick-questions-quick-answers.573489/page-142) for quick questions.

You get paper from CSD National wonders and expending great diplomats.

Oh, interesting, didn't realize great diplomats gave me paper. Why are they not listed in the summary?
