Without Warlords TXT_KEY problem

I know many people have the same problem with with this, and I have read these posts and try their solutions but still fail.
In my investigation, it seem that because I haven't Warlords pack(its xml file). Because the TXT_KEY must appear in Warlords new introduce civs, city names, units, hints etc.
also some system menu(that is random, not every time install have appear)
Can any one know how to solve this problem??

What I have tried to solve this problem:
1. uninstall Bts and reinstall(direct update to 3.19 ,update to 3.17 then 3.19 and update all patch one by one) it,
2. uninstall all Civ4 and reinstall it(the Vanilla update directly to 1.47),
3. Lemon's suggested install method.

My PC config:
Windows Vista Home Premium SP2(using Chinese Traditional(Hong Kong) as system format and non-unicode)
Civilization IV(EU version)
Civilization IV Bts(EU version)

did you try setting the non-unicode language to english/latin?

OK, I tried.
But still fail.
(after this time re-install and play,I have added some random TXT_KEY event screen shot)
