Workers cannot pass other workers?

I've encountered an issue of which I'm unsure of stems from newly installed mods (played unmodded until yesterday) or whether always have been there. My workers cannot pass through other (CS) workers. Can this be one of the mods? Installed:

River Connections
Marble Shipments
Enhanced UI
Krakatoa, GBR and Gibraltar Fix
Gods of the Sky (the +2 mountain faith)
Goody Huts No Auto-Mapping

Or was it always thus, I've just not encountered the issue before (after over 700 hours play time)?

Well, I've tried disabling all mods and play unmodded, and the issue remained, so it seems that how it's always been. Unless the mods still wreak some havoc as disabled.

Alright. I cannot believe I haven't encountered that issue until now! Bloody 700 hours!

Yes, this has always been the case and it's quite frustrating, especially when I have one worker building a road and another one trying to get ahead of him without getting off the road and into rough terrain. I wish the devs would've fixed that to allow worker to pass each other, just like military units.
