Bush did not call Schröder to congratulate him after his election in September 2002.

Has Europe turned into Jr. High? I can see it now, ol "Gerry" Schröder must have been sitting in his room, crying because George didn't say hello to him as they were passing in the hall between 1st and 2nd period.

Anywho, on a more serious note, would Schröder have wanted Bush to call him? Seems like if you want to properly congratulate someone you'd do them the honor of saying as much in their own native language (though I know Schröder probably speaks better English than Bush); I am fairly sure it would be an insult to Germany for Bush to anglimangle the language.
