WW2 Pacific Ends before time up

In WW2 Pacific, the 'turnometer" which starts near the end of the game, showed 15 turns to go, then I got the message that the game was over and I had lost.

I had just captured Tokyo and some of the Chinese mainland.

I kept playing anyway, past the end of the game.
