Has anyone tried to make an improvement or building that generated tourism? I want to make one, but I don't want to re-implement the wheel.

There is no such thing as YIELD_TOURISM. I can create it, but then I'd need to know how to deal with the tourism generated.
 
Buildings can generate Tourism; just very awkwardly (ahem: lazily). See the Eiffel Tower; it uses the tags "TechEnhancedTourism" and "EnhancedYieldTech" to change it's tourism through the same technology that unlocks the wonder. Tourism as a tile yeidl, however, is another story.

I'm going to assume you can't use the same tags to change a tile yield as well.
