I have no earthly idea why this is happening, but for some reason after adopting a religion all of my Decisions disappear, even if the latest versions of Piety, E&D, and the Community Patch are the only mods installed. I don't know if it's a problem on my end or some rare bug that happens to hit...

Have you tried clearing your cache? Any time I've had an issue where I can't activate a mod despite having all the dependencies, a cache clearing fixed the issue and let me activate the mods.

Welp, I tried the logging thing you mentioned, but after following the logging tutorial found here, the lua.log file ended up being empty. EDIT: Thoroughly confused now. Launched a game with only the Community Patch (newest edition), WFTW, and Steampunk BNW enabled, and boom, Magical Girls...

Not sure if this'll help narrow your search, but I just tested this with Nanoha. Used IGE to brute-force Nanoha to level 33, gave her all the promotions, let the game process a turn, saved, and reloaded. She's working fine. Did the same thing with Nepgear, and for some reason she was working...

Slight, potentially fatal problem for MGs. After taking the Pocket Dimension promotion, Cargo Capacity replaces the Soul Gem line in the Unit's info area. EDIT: Seems to only affect my Leader MGs; also removed her Mood button and personal picture. This was while playing as Nepgear.

I'm actually not using the CBP, but I went ahead and tried deleting the LUA folder in the CP. Didn't work, still no Civ IV Diplo options.
