They have a sandbox mode where you can just build a city and let it grow, like in SimCity. It's perfectly up to you as far as i know whether to do missions or not.
I'm getting it as an anniversary present next week, so if you can bear with me i can give you a good review of it then. But i do know a place where there is a good discussion/review of the game. Here is the link:

It's a user review and...
War is important - the AI will be awful at conducting one at Chieftain level so definitely go to war against them at some point in the game. Your points will skyrocket.
It also seems like you need to learn the basic strategies of Civ IV too. I suggest that you read some strategy guides to...
I agree such things like "BURN BABY BURN!!!!!!" on the city raze option are silly and childish, and it annoys me when i open a dialogue option with the infamous Joseph Stalin to see him saying "I studied on killin' you". Yes it's good to have fun and add some little jokes into a game, but this...
You can be both a friend and a rival. If you are playing against your friend at football, he is still your friend, and you wouldn't want anything bad to happen to him like breaking a leg, but he is also a rival in that circumstance, so you wouldn't want him to do better than you.
In the case...
Play with friends/clan members that you know personally. You can't trust randomers on GameSpy to join and stay for the duration of a whole game. My friend and I have yet to experience problems in multiplayer... you get slowdown late-game, but you get that in single player even, and if anything...
I tried him in vanilla a few times - fast worker is cool and i like Spiritual. But no, he isn't my main leader - i like Catherine at the moment (Warlords), but am not truly fussed about my leader choice. I seldom found a religion in a game... let alone 5 or 6!
I thought that vassals automatically took up their master's diplomatic views on other civs after becoming vassals, not the other way around? In that case, i don't see why the master would have declared war on you - their vassal should have automatically declared peace. Strange.
It looked like something from a Total War game... big siege tower, screaming warrior, lots of troops... Didn't really fit in well with the Civilization genre, in my opinion.
Love the idea of Civil Wars and Unification. That would be most entertaining. It would be irritating... i remember civil wars in Medieval: Total War were very annoying, but it added another element to the game.
There is already a sort of immigration system in place - it influences the culture...
A city builder game based in Ancient Rome. Supposed to be good fun and easy to play, as well as addictive. This isn't really the right forum for it though. If you're interested in it, i suggest you Google "Civ City - Rome" and check out the official website for more information.
My copy arrived yesterday. I played for a couple of hours, and although i am yet to try the new features, i must admit i found it fun anyway. What i like is the little tweaks that they have made to the core game. Like when building a road to a resource tile you get a fun green circle instead...
