I think, the simple fact is, even if your gunning for Domination or Science or Culture; you should really not neglect gaining power and prestige in the World Congress; to prevent bad things from happening to you there

I was sharing a border with Shaka as Venice. Simply put, I put almost all my army in that area; and he kept away. I think if you have military assets in the area, you decrease the chances of being "Shakalized"
Nukes are great like that. Morocco in one game got nukes first, and he popped up and said, "Our words are backed by Nuclear Weapons" in the olde civ 2 way. So I went and brought myself a couple of nukes, and the whole world was afraid of me...
Not really... Buy banks and marketplaces in your puppets, gardens too if you can. The Puppet States should work these, as they are set to gold production, and hence get you your great merchant. But really, there isn't much you can physically do.
I'd say if you can get it; But it'd be lower on your priority list than say, the hanging gardens. The only time I've ever gotten both was as a Egypt Prince start with the ancient wonders pantheon
