Yes this happens with all saves. Yes I can make new saved games with no problems. Its just when I try to load them.

Turn off the sound( or just the music) in civ and run windows media player(or any other media player) in the background. It works fine for me.

Edit - Flyin beat me to it. Note that no AI will attack you at friendly, expect one (im looking at you Cathy). Also there is a list of civs that will not attack you at pleased you can view here

Are you sure the roads are through? Sometimes it can be appear that two tiles are connected when they really are not. Hover the mouse over the tile to make sure the road is there.
