I am not sure if this is already implemented, but are promotions taken into account when calculating military strenght? Can some of the code experts give us some light here?
If they aren't they should be. And if they already are, they should weigh more. At least for the AI calculations on Wars...
I agree it is not common. I usually run on King and it is really uncommon being double DoW'd so early and steam rolled.

May I suggest that it may be due to the presence of Positive Test Cases (i.e. check that Siam can't buy Univerisites with faith) but lack of Negative ones (i.e. check any other civ does not have access to Wat).

It might have found a settler in ancient ruins, as well as some culture to get the one from Liberty branch. Regarding the fourth city... ¿rush buy after some insane income?
You can always set some troops in Caravan route so you get line of sight, thus disabling barbarian appearance.
If you send a caravan unprotected it's even sort of historical that it get pillaged by some random goons at some point.
I actually liked that mecanic in WC. It allows undermining a rival Civ's happiness as a previous step to Embargo and/or DoW
There are ways to avoid it if you are to get affected by it. And they have been already said.
