My system actually does not have a penalty for Universal Sufferage. I tried to keep things simple, and I did not deviate from the original civics as much as you are. I gave the gold-rush to emancipation and the +100% cottage growth to Universal Sufferage.

This is a good story so far. However, I have never seen the World War I campaign. Is it a mod? Or did it come with a patch? Or is it an unanounced Warlords campaign?
I have an idea for a new technology. In Brazil, they are using corn waste (stalk, leaves, ext) for an alternative fuel. Prehaps you could add this in somewhere in the near future techs. I can just imagine it: building tanks (NOT spaceship parts) with corn! :lol:
