No he can't unless this is a really dodgy variant. Fleets have a assigned coast and can move only to spaces in the same body of water. Only exceptions are kiel and Constantinnopel.

Since I'm pretty much dead, I'm just going to make a prediction: Austria will emerge the strongest and England and Italy will either team up against him or one will take out the other and try to take him down. Germany will be crushed in the middle.
