Nesse in the First Age, part 1
The city of Nesse is known for its wine, dyes, medicines and strange smells.
The city is also known for its mystic cults. The cult of No-Amur is notable, but the cult of the Horned King seems to be gaining more interest.
The bloated Elite class maintains its rule by enlightened anarchy, but struggles to maintain itself on limited income. Even the moneylenders are running out of money. The Alya Clan calls for unity, but it remains to be seen if the Elites will demand more tax from the commoners, or start fighting amongst each other - perhaps the varied talents of the Exiles will be called upon? Several mysterious deaths have already fallen upon the moneylender clans. In any case, the Barbs and other foreigners would certainly be interested in buying surplus weapons and war horses.
The elite Ninticus gatekeepers and the outsider Hippus Clan made an agreement regarding tariffs and war horses. The Ninticus now have more horses and chariots than anyone, though horses are of course expensive to look after, which eats into the profits extorted from gate tolls.
The city is bursting at the seams, but few dare to build houses outside the walls. Should some outer defences be built?
There is a general shortage of food within the city, such that peasants cannot afford to buy so much wine these days. Recent years have actually been good for farming, but this cannot last forever. There are already signs of sickness taking hold, and The Hooded Order are a welcome sight in the streets.
Idle hands turn to mischief. The troublesome Thong Clan have been fighting the Watchmen of the Banner of Eagle. A dozen have already died, most on the Thong clan side. The watchmen have had some help from other clans, while the Thong Clan have yet to make any friends.
Meanwhile the Outlanders have prospered, as food is in high demand. The Lucan merchants have managed to prosper from this, too.
It seems the Wolf Barbs are building up for a raid into the Nesse outlands. Their scouts have already been in confrontation with the Drezden forest lodges in the south-east, causing some injuries.
A ship from the mighty Sea Kingdom has arrived at Nesse, presumably on a trade mission. These ships are rumoured to be laden with gold and gems from the home islands of the Sea Kingdom. The ship is protected by a well-armed band of hardy sailors, perhaps equal to an elite Nessian warband.
Foreign envoys are at the gates, will the Ninticus gatekeepers allow them to enter?

The powerful Golden Barbs attacked the Red Barbs, killing many and driving others away from their main village, which was looted.
The Hyksoz have sent their finest men on campaign somewhere in the south.

More and better stats will probably appear as things progress. Everyone has some money to spend, nobody is broke yet. That is all I will say
Everyone has an equal amount of 'action points' if you like, but obviously it helps having extra money, popularity, and allies to work on things together. Any big construction projects in the city would probably need the backing of at least one Elite family.
At this stage, players can switch roles quite easily, from Elite to Nesser, etc. Except that Exiles would still need to make friends on the mainland first.
The whole elite/nesser/outlander thing can of course change as the game progresses.
