Building units in captured cities

For instance: I, as russia, capture Budapest, which is great cause it has a population of 17... Is it possible to eventually get it to produce troops for me? If so, how? Because i have built barracks there and i stilll cant build infantry.

You need to build an Administrative Building and a Broadcast Tower to be able to build units in a captured city.
