As stated in the COTM game descriptions, mobilization is ON for C3C games. I believe it is still OFF in the Classic games, but cannot swear to that as it seems to have disappeared from the game descriptions..

I couldn't mobilize in GOTM 43...even though I wanted to badly.

There is some exploit possible in PTW/Civ3, but can't remember what right now. This is also confirmed by Dianthus here I have to investigate a little further, but I'm off to dinner now

Yes, it is a bug that would allow you to get unlimited shields per turn if I remember correctly (it was a long time ago...).
