((Actually it would be pretty simple to make a custom nation in eu3 or eu4 and port it to vicky 2, and party modding is pretty simple, it depends if you want to play on earth or a random map though))

((Modding Vicky2 is fairly easy, as with most Paradox titles. Making good mods? Much harder. Making a balanced original Vicky2 map? Very, very hard. POPs has to be balanced, as would resources and countries. Additionally, the great power system wouldn't work very well unless more civilizations were added, in which case we might as well make something entirely else.))

Don't think so - requests were made for all the buildings, and unfortunately I had to take two screenshots for each city. I'm just too lazy to crop the images down to a better size.
 
While the Prime Minister pores over the latest reports and newest intelligence dispatches while finalising the Orders Act 1822, I am in the meantime intending to get some legislative house-keeping done.

The following bill is intended to codify the rules surrounding casual vacancies in the Senate to provide clarity and efficiency in ensuring franchise is maintained when Senators leave the Senate part-way through a senatorial term.

It is my understanding that this proposal already holds in-principle tripartisan support. In short this provides for a mechanism to replace Senators who resign, or who have taken leave without authorisation. It is my intention to have this bill fast-tracked for voting consideration. In accordance with the standing orders I would call upon the Leader of the Pulian Advancement Union, Senator the Honourable Ernest Barnard and the Imperator of the Pulian Imperial Party, Senator the Honourable Augustus to consent to the calling of an immediate vote without delay. Of course, if leave is not granted the debating and voting timeframes will be as per the standing orders.

I commend the bill to the chamber, and I move that the bill be heard for the first time.

Casual Vacancy Act 1822 - Long Title

An Act relating to the Codification of Replacement Mechanisms in the Occurrence of Senate Casual Vacancies​


Section 1: Short title

This Act may be cited as the Casual Vacancy Act 1822.​


Section 2: Commencement

(1) All sections shall come into operation on the day on which this Act passes the Senate in the positive.​


Section 3: Interpretation

"casual vacancy" refers to the state where a Senator is no longer counted among the number of the current Senate and can be caused through resignation or unexplained absence.

"the Crown" refers to His Majesty the Grand High Exalted Majah of Pulias.

"independent" refers to a Senator who sits in the Senate but is not a member of a political party.

"party" refers to a political party.

"Senator" refers to the legislative representatives of the people of Pulias in the Senate.​


Section 4: Casual Vacancies

(1) If the seat of a Senator becomes vacant before the expiration of his term of service, the Crown may appoint a person to replace the Senator. The Crown will be bound by the following process:

(a) The Crown may choose to initiate this action of its own agency, or may be so notified by a citizen of Pulias;

(b) The Crown may use whatever evidence it requires to satisfy its confidence that the Senator has vacated his seat in the Senate; and

(c) The Crown may act in whatever timeframe the Crown feels is appropriate in appointing a replacement.​

(2) The Crown will take the following circumstances into consideration when appointing a replacement:

(a) Where a vacancy has at any time occurred in the place of a Senator chosen by the people of a city and, at the time when he was so chosen, he was publicly recognised by a particular political party as being an endorsed candidate of that party and publicly represented himself to be such a candidate, a person chosen or appointed under this section in consequence of that vacancy, or in consequence of that vacancy and a subsequent vacancy or vacancies, shall, unless there is no member of that party available to be chosen or appointed, be a member of that party. It is intended that the Crown will seek advice from the relevant political party when appointing a replacement to take up the vacant Senate seat.

(b) If the relevant political party has no member of the party available to be chosen or appointed, or if the Senator, when elected at the most recent election was recognised to be an independent Senator, the Crown will appoint an independent Senator. In this circumstance the Crown will have complete discretion in its decision of who the Crown will appoint as an independent Senator.​

Statement from the Pulias People's Party on clarified organisational structure

PULIAS CITY - May 10, 1822. The Pulias People's Party hopes to increase the people's participation in the political process by adopting a new party constitution to clarify their organisational structure. Following a unanimous vote, the party room decided to adopt the Charter of the Pulias People's Party stating that their purpose, among others, will be "to further a vision of the world characterised by peace and nonviolence, social justice and grassroots participatory democracy." Anyone living in the realm of Pulias who aligns with their ideas is welcome to contact the party office by personal mail (PM) to receive a copy of the full charter.

Along with the release of this information Mr. Secretary of the Pulias People's Party, Senator Gustavus Gurra, declared that the party has adopted the Red Phoenix of Pulias as their new official party symbol, stating that just like the mythical phoenix arose from the dead, the people of this world has risen to build a new world "by the people, for the people".

I also support the movement to have an immediate vote. I would prefer to clear the voting queue as to bring military matters to the attention of the Senate.

Haven of Peace; Windmill, then a Difference Engine.

Intelligence: No orders at this time.

Foreign Relations: Pulias will pledge protection to city-states proximal to the nation of Pulias. If the closest distance between a city-state's borders and the Pulian border exceeds 10 tiles, offering protection to that city-state requires the incumbent Minister of Foreign Relations to give specific orders on the matter.

Pulias will sign a Open Borders treaty with all nations with whom we have peaceful relations, if they agree to a bilateral exchange of Open Borders without any additional conditions.

Culture: Adopt Secularism, and then Socialism.

Infrastructure: Begin constructing the national railway system.

Economy: No specific orders at this time.

Science: No specific orders at this time.

Defence: The army stationed at Coventry will go on an expedition to eliminate the Luddite encampment to the east. I, the Prime Minister, will be personally leading our forces against this threat. The honorable Senator William Melda will be named acting Prime Minister in my absence.
