We'll be pleased to have you reading! All candidates who had run for the Synedrian election had flocked to the banners of the three most influential men in the kingdom: Kirillos the Chief Minister, Leonidas the former Synedros and Aplistios, the ambitious but hitherto unlucky candidate.

The three faction leaders presented to the Basileus of the Delphians and the Siamese in his palace at Delphi Nova. The royal secretary Phrenios was also in attendance, and he had handed parchment to the monarch for his consideration.

"Gentlemen," Melodas began. "It's been a hard-fought campaign and I thank you all for your efforts thus far. I can report that none of you have gained a majority of seats in the Second Synedrion, which means I will be appointing whoever holds the most seats as Chief Minister. All of the Chief Minister's proposals will go to a vote before I act on them. If however I determine that the Second Synedrion cannot function I will revise this decision and either appoint someone else who can prove they have the confidence of the chamber or I will call for fresh elections."

The factions leaders all looked among themselves.

"Kirillos," Melodas strode toward the Chief Minister and shook the cousin to the former king's hand. "I have withdrawn your commission as Chief Minister, and I wish to thank you for your service to both me and the kingdom."

The now-former Chief Minister was taken aback --- apparently the belief in some quarters that he had broken promises around guilds and archery had taken their toll. He did not yet know the results of the election, and didn't know how many of his supporters had lost their seats.

"Aplistios," Melodas extended his hand in friendship to the cunning and calculating merchant who for some reason had a reputation across the kingdom as a schemer. "I congratulate you on your entry into the Synedrion. You and your supporters have done well."

Did that mean he'd won?

Finally Melodas approached the former Siamese prince and gave him an inscrutable look before extending his hand to be shaken.

"Leondias Siomaios, you've made history today. You are the first Siamese Chief Minister of the Delphian Kingdom."

The new Chief Minister was flabbergasted at his victory. That he'd campaigned for Siamese suffrage and still somehow gained enough support to form government astounded him. He'd lost his opportunity to rule as king of the Siamese and yet fate had afforded him the chance to run a government overseeing both the Siamese and Delphian peoples.

"I know you're all wondering about which of your supporters won their seats and which ones didn't," he seemed to look pointedly at the former Chief Minister Kirillos. "Phrenios here will provide you all those details. Once you are done, I will swear you and your victorious colleagues in as Synedroi of the Second Synedrion."

Then the monarch left. The factions leaders looked to Phrenios for answers.

So there you have have it --- the first hung Synedrion!

As the king said, all proposals by the Chief Minister will go to a vote in the Synedrion. I urge all Synedroi to vote (your vote will count for how many seats you won in this election) because the way you vote will help the neighbourhoods determine whether they like or dislike what you're doing. You might tactically agree to proposals you disagree with or disagree with proposals you agree with in order to gain support, or you can vote with your conscience and hope for the best! The neighbourhoods will be watching, and they will remember your promises made on the campaign trail!

To ensure the gameplay doesn't slow too much, I will place a twenty-four hour maximum limit on the duration of votes from when the Chief Minister posts them in the forum. Anyone who doesn't express a vote on proposals within that twenty-four hour period will be deemed to have abstained.

Will the Chief Minister be able to achieve his promises without a clear majority in the chamber? Let's find out!

Also, as Tambien has not responded during the election campaign I'm considering him to be a former player. Tambien if you read this, feel free to drop in and let me know you're still current. :)

Delphian Synedrion election, 170

The Delphian Council held an election to choose members of the 2nd Delphian Synedrion in 170. It was the second Synedrian election held in the Delphian Kingdom. Suffrage was limited to the upper class of only the ethnically Delphian cities, specifically the aristocracy and the priesthood: members of the Delphian Council.

Delphian Electoral and Synedrian Summaries

Due to the limited space in my signature I will be using this post as a linking point for all Synedria and Synerdrian election results of the Delphian Kingdom.

I am honoured that Delphi has entrusted me with all this support, and I look forward to serving as Chief Minister to Basileus Melodas for these coming years.

Our first order of business in the Synedrion will be to vote for an act which would establish clear voting rights for all current and future cities in the kingdom. The rules specified in this act will, if passed, be first taken into effect at the next Synedrion election.

Establishment of Voting Rights Act

(1) Neighbourhoods of cities settled or annexed by the Delphian Kingdom will receive voting rights in Synedrian elections on the same grounds as neighbourhoods of the capital, with each vote having equal worth to that of a capital vote.

(2) Neighbourhoods of self-governing cities within the Delphian Kingdom will receive voting rights in Synedrian elections on the same grounds as neighbourhoods of the capital, with each vote having half the worth to that of a capital vote.

((OOC comment: 'Voting rights of the capital' refers to the voting rights in place, which currently means votes for priestly and aristocratic neighbourhoods as mandated by Melda. So if this act passes and then in the future someone wants to extend voting rights to other classes, said extension would formally change the voting rights for Delphi Nova and then by law the voting rights for all other cities would change with it.

As for the worth of votes, a capital vote equals 1 vote (unless the system changes) - so the rules in this act for 'self-governing cities' means neighbourhoods in puppeted cities would receive 0.5 votes each within the current system.))
 
I, Leonidas Siomaios, and my most loyal Synedroi vote Yes to the Establishment of Voting Rights Act.
 
Before I vote on the Voting Rights Act I just want to make sure that I understand it properly. Currently only aristocrat and priest neighborhoods vote, so the act would change nothing in Delphian cities but would simply add half a vote for each Siamese aristocrat and priest neighborhood.

Currently Delphi gets 6 votes, Kirha - 2, Dostana - 3 and Apollonia - 1. The act would change none of those but Si Satchanali would get -1.5, Muang Saluang - .5, Sukhothai - 1.

If I have that correct, Aplistios will support the act.
 
Yes, that is exactly how it would work. I believe allowing representatives of these cities to have a say also in matters of the state, and not just local construction projects, will finally make Siam an integrated part of this kingdom and allow us to move on united.

Chief Minister, while this vote is ongoing did you want to save time by proposing your orders?

This is intended as a suggestion, not as a demand because I don't want to interfere or be seen to be interfering with the functioning of the Synedrion.
 
I, Kirillos Christides, vote Yes on the proposal. It makes no sense not to allow them some saying. If their territories are being integrated and developed, let them speak and vote. We need to be united if we are to develop a culture like the world has never seen.
 
With the passing of the Establishment of Voting Rights Act we are now moving on to orders.

These are presented below in six separate acts for the Synedrion to consider, please state whether you vote Yes, No, or Abstain on each one of them. You do not have to vote the same on all six.

Neighbourhood Migration Limitations and Deimplementation of Avoid Growth Policies

(1) Lock down neighbourhoods with voting rights in Kirrha and Dostana in place, followed by deimplementation of local Avoid Growth policies, and then locking down all other neighbourhoods in place.

(2) Lock down all neighbourhoods in Apollonia in place.

(3) Upon population growth in Kirrha, establish its new neighbourhood on the riverside farm one tile east of the city.

(4) Upon population growth in Dostana, establish its new neighbourhood on the wheat farm two tiles north of the city.

(5) Upon population growth in Apollonia, establish its new neighbourhood on the hill one tile northeast of the city.

Act for the Advancement of Science and Improvement of Delphi Nova

(1) Buy a Royal Library in Dostana immediately, followed by buying a Royal Library in Apollonia upon the Delphian treasury reaching a minimum of 400 gold.

(2) Upon completion of the Aqueduct in Delphi Nova, build the Oracle.

(3) Upon completion, or halted construction, of the Oracle, build a National College in Delphi Nova.

(4) In Delphi Nova upon completion, or halted construction, of the Oracle, lock down the mining neighbourhood one tile southeast of the city aswell as the three cotton plantation neighbourhoods, followed by deimplementation of local Avoid Growth policies, and then locking down all other neighbourhoods in place.

(5) Upon completed research of Civil Service look into the field of Theology, followed by Education research.

(6) At next opportunity, adopt a social policy of Monarchy.

Construction Plans for the Delphian Cities

(1) Upon completion of the Market in Kirrha, build a Writers' Guild, followed by a National Epic.

(2) Upon completion of the Colosseum in Dostana, build Stone Works.

(3) Upon completion of the Lighthouse in Apollonia, build a Workshop.

Worker Assignments Act

(1) Build mines with the two workers standing on hills outside Apollonia, and then send them east towards Kirrha.

(2) Build a farm with the worker standing on the grassland one tile southwest of Apollonia, and then build a farm on the next tile Apollonia acquires.

(3) The worker building a farm two tiles east-southeast of Apollonia shall when it is done chop down the forest one tile east of Apollonia and then build a farm on that tile.

(4) The worker standing two tiles south of Muang Saluang shall build a farm on the grassland one tile southwest of the stone quarry outside Dostana, and then build a farm on the grassland one tile west of the cotton plantation outside Dostana.

(5) The worker building a mine one tile northeast of Si Satchanalai shall when it is done finish construction on the abandoned farm three tiles west of Delphi Nova.

(6) The worker building a mine one tile northwest of Si Satchanalai shall when it is done finish construction on the abandoned farm two tiles southeast of Si Satchanalai, and then build a mine on the hill three tiles northeast of Delphi Nova.

Delphian Foreign Policy and Trade Route Management Act

(1) Pledge to protect the County of Milan, Despotate of Quebec, and Kingdom of Zurich.

(2) Do not enter any new trade deals which are clearly disadvantageous for Delphi. Luxuries are not allowed to be sold for a price lower than 5 gold per turn nor in exchange for more than one luxury.

(3) All previous trade routes will be discontinued upon returning to their home cities.

(4) Establish a trade route by cargo ship between Dostana and the Shoshone city of Te-Moak.

(5) Establish a trade route by caravan between Delphi Nova and the Chinese city of Shanghai.

(6) Establish a trade route by caravan between Delphi Nova and the Chinese city of Beijing.

Civilian and Military Movements Act

(1) The Work Boat outside Kirrha shall explore the coast southwards, and then return to Kirrha and stay anchored in the city.

(2) The Scout outside Brussels shall explore freely according to their own wishes.

(3) All other military units shall stay in place.

The new Siamese Chief Minister of the Delphian Kingdom, Leonidas Siomaios wasted no time in prosecuting his pro-Siamese agenda.

Traditionalist Delphian neighbourhoods were outraged to their very core that this foreigner dared give the Siamese aristocracy the vote. To them it proved beyond doubt where his loyalties lay, and they didn't consider it to be with the Delphian Kingdom. What had been the point of conquering the Siamese if they could rule the kingdom in such a manner as this?

The city guard and royal guard were ready for trouble, but none of the Syendroi nor the Basileus were in any real danger: even among the Delphian Council it was only a fraction of holdouts who pledged hatred toward the Chief Minister and all those who voted in favour of what they referred to as "this travesty". Most Councillors either didn't care or were mildly supportive of the changes, seeing it as a way to better integrate and assimilate the Siamese people.

There was public disorder and there was violence, especially in the capital, but it wasn't anything the city guard couldn't handle. The rioters were in numbers far fewer than would have been expected.

When news of the passage of the Establishment of Voting Rights Act reached the cities of the former Siamese kingdom the reaction was, however, explosive: it was as though a pressure valve had been released, that almost — but clearly not quite — made up for the racial shame at being conquered by a foreign power a generation ago.

There were celebrations in the streets. Nobles danced with peasants. Men and women, children and elderly, all Siamese celebrated long into the night.

In the afterglow of the celebrations in the following dawn it was primarily the aristocracy who had benefited personally the most from the changes who were most pleased with the government of Chief Minister Leonidas Siamaios, a son they were finally willing to reclaim as their own and welcome with open arms. The lower orders, although hating the Delphian conquerors less than they did even one day earlier, still regarded those from the foreign kingdom suspiciously and with jaundiced eyes. It would clearly take more than one decision to heal the rifts caused by the loss of the thousands of Siamese who had died in the conquest of King Alexander the Great.

And in the lands of the Delphi, traditionalist neighbourhoods drew lines in the sand and swore vengeance upon the Chief Minister and his co-conspirators in the Synedrion, and the monarch who had allowed it to happen.

Do I need more information as to my Character? I couldn't find a clear statement about it anywhere. (Granted, I didn't look that hard.)
 
Nope, just pick a colour and you're good to go. :)

██ Green, ██ yellow and ██ mustard are the only colours taken so far.

You can either choose a home neighbourhood now or nearer to the next election (you get a major bonus in the neighbourood that is your home neighbourhood, which makes it easier for you to win it).
 
After the significance of the franchise vote, the day to day administration of the kingdom seemed mundane or even routine.

The Synedrion seemed to think so, as the Basileus noted half of the Synedroi had abstained from the recent vote.

"So be it," he intoned as he affixed his seal to the Chief Minister's orders which had sailed through the Synedrion without any opposition.
