2) A lower house, the House of Opposition, should be formed. It should consist of all candidates who gained more than 2% of the votes by failed to get elected. :confused: What on earth would these minor parties need a special house for if said house is not to have any special powers nor be part of the legislative process?

I don't know if I support or oppose this proposal because I literally don't know what this house is supposed to accomplish, other than to be a place where people can sit around doing things they can already do without one. I also think the name of your proposed extra house is unfortunate because if it were to be established there could be member of said house who is a member of a government party, but didn't make it into Senate themselves - hence they're not opposition.

I'm sure you have some kind of idea here but without further explanation it just sounds unnecessary.

To be fair, we could actually do better in terms of votes = influence.

However, such a thing would merely empower the larger parties.

As we saw in the recent election, it is possible for independents to get seats, as long as they're popular in their home city. Such a thing would likely be significantly harder if we went purely by total amount of votes.
 
And the two constitutional amendment bills (rights and confidence) have passed the Senate, meaning they're ready to go to a referendum at a time of the Emperor's choosing.

We'll hold that referendum now and run it for 48 hours (~3:00 CDT on the afternoon of Wednesday the 26th.)
 
Well, I'll get it started then by casting my vote in favour of both initiatives, the text of which reads:

Do you approve the proposed law for the alteration of the Constitution entitled—'An Act to give effect to rights and freedoms guaranteed to all persons within the Pulian Realm'?

and

Do you approve the proposed law for the alteration of the Constitution entitled—'An Act to alter the Constitution to empower the Senate to remove the Prime Minister with a majority vote'?

For any of the non-Government, non-Senate players who might have fallen asleep during our in-Cabinet discussions, this is a referendum of all the voters in the Pulian Realm in which you and the AI POPs have a say.

I must say I'm surprised the Movement of Democrat Socialists, such staunch proponents of referenda haven't yet chimed in about this twin-referendum. ;)

Polls closed. Both referenda received 5 votes in favor and none against, and we'll assume they have been approved by the general populace as well (classes started up this week and I really haven't got the time to calculate the opinions of the general populace :p)
 
I think only the fascists would have opposed anyway and they're, what, 5% or less of the population and largely a spent force?

Edit: I'll update the in-universe constitution when I get home from teaching tonight (so late), or if I'm too stuffed I'll try again tomorrow. :p

As for the game rules, the only change I think is that where it says the prime minister must be defeated by a two-thirds vote against them in a motion of confidence needs to say 'majority'.
 
OOC: What Melda said above is also one of the reasons these two bills were presented at the same time, we thought it would be too much waiting around time if we had the bill of rights vote separately since that one is mostly just flavour.

IC: With the conclusion of the referendum on our previous issues I now present the Orders Act 1833 to the Senate. I propose we fast-track this bill if the necessary majority of Senators approve of that.

*Finish construction on the railroad between Pulias City and Coventry.
*The new worker in Coventry should mine the new copper deposit and then move on to improve other resources around Coventry.
