The Tribal Elders of Delphi

I realise there's still another three days left in this campaign. But I've been updating the neighbourhoods' attitudes after each post here, so if all current players decide to finish the campaign early I'll accede to that and get the results out ASAP.

So if tomorrow you all wake up and go 'enough!', I'll get it enoughed fairly quickly. :p

But I'll only do this if all three active players agree to it.
 
Since the others seem to want to wrap up the campaign period I'm all for doing so. There's not much more to add to my campaign anyway, I feel like I have covered everything already. :p
 
When I get home to my computer/s in about eight hours I'll close the polls and reveal what the aristocracy and priestly neighbourhoods have collectively decided.

Edit: Closing this two days earlier actually works well for me, because next weekend I'll be unavailable so it would be ideal if we could get through an entire term of government in the coming week in order for that weekend to be part of an election campaign (which doesn't actually need much input from me, since it's all about the players wooing neighbourhoods).
 
The new Basileus of the Delphians and the Siamese, Phrenos Melodopoulos looked confused.

That wasn't a promising sign.

His royal secretary, the much older Phrenios Phrenopoulos tried to hide his disdain at his charge's lack of understanding. I know he's new to this, but why couldn't he have gained his father's intelligence?

"Tell me, what exactly is it that you're struggling with, Your Highness?"

The Basileus frowned as though the exertion of thinking was taking a toll on him.

"I don't understand. The Siamese cities loved Leonidas, he's Siamese. Why wouldn't they all vote for his candidates?"

"Ah," the royal secretary nodded. At least it was a good question, he conceded. "Well, some of them didn't like that Leonidas wasn't willing to conquer the rest of the world with military force."

"Yes, I get that," the monarch frowned impatiently at his mentor and secretary. He thinks I'm an imbecile, he thought with annoyance at the impertinence, "but they weren't particularly happy with the new leader, whatever-the-name-is."

"Eurydice," Phrenios helpfully provided.

"Yes, exactly. They weren't particularly happy with Eurydice's plans for war, so I don't understand why so many of them didn't go with Leonidas."

Phrenios nodded. "It's true, Eurydice didn't impress the Siamese with the speeches that seemed to be celebrating the conquest of the Siamese, but even though they didn't like this attitude some aristocrats will favour war no matter how much they dislike the person calling for it."

The Basileuss still didn't look satisfied. "But Kirillos didn't even campaign! How could any of them vote for him when he didn't say anything, he didn't promise to do anything!"

Phrenios understood His Highness's thinking on this now and shrugged non-committally. "Reputation must count for a lot. He was part of the Synedrion that voted to enfranchise the Siamese aristocracy; they must appreciate that."

"Yes, but so did Leonidas."

"Ah, but the Siamese neighbourhoods who voted for Kirillos didn't necessarily vote for him, they voted against Leonidas and his agenda of peaceful relations with our neighbours."

"It doesn't make any sense to me," the monarch declared with finality. Phrenios knew there was no point in bothering to explain it further.

"May I send the faction leaders in now, Your Highness?"

"Yes, yes, send them in," Basileus Phrenos agreed impatiently.

Phrenios suppressed a sigh as he walked out of the Basileus's presence to where the faction leaders were all waiting anxiously.

Why did you have to die? Phrenios thought to his friend's soul somewhere in the afterlife. Your son's an idiot!

Yes, it's true. Kirillos did in fact increase his vote and seat share, but it was because some neighbourhoods didn't like what Leonidas had to offer rather than anything Kirillos said. Before anyone thinks this is a viable long-term strategy, do recall that neighbourhoods don't like things being done that they weren't forewarned about, which means practically anything Kirillos does won't be forewarned. ;)

Once again we have a hung Synedrion and Leonidas needs only one vote in his favour to pass legislation. The Basileus has therefore renewed his commission as Chief Minister. Congratulations Chief Minister on your re-appointment.

All players note the following clarification of rules when it comes to influencing neighbourhoods (either impressing or unimpressing them):

  • During an election everything every player says is listened to intently by the neighbourhoods.
  • When the Synedrion is in session even players who fail to win seats will still influence neighbourhoods (as everyone is in the Synedrion at the moment this will only apply when we get new players), because if these unelected players say things neighbourhoods like they will impress them and if they said things neighbourhoods dislike they will ignore it (rather than receiving a penalty).
  • Neighbourhoods intently watch everything the Chief Minister does, and when times are good he will receive the credit and when times are bad he will receive the blame.
  • Neighbourhoods pay attention to which way the other Synedroi vote on bills in the Synedrion if they contribute to the outcome (i.e. if Player 1 votes in favour of a bill but it fails to pass the neighbourhoods won't pay attention to it but if it passes they'll pay attention to it).
  • Synedroi who aren't the Chief Minister should seek to represent the neighbourhoods who put them in the Synedrion. They have wants and needs and they have entrusted you to defend those interests. If you miss a vote and something happens that the neighbourhoods hate they will be angry at you for not stopping it from happening. If you do vote but get outvoted they won't be displeased with you because you tried and you did represent them.
  • Not that I am for or against the Chief Minister and his rule, but all Synedroi should realise that the Chief Minister and the other two faction leaders control each half of the Synedroi. This means anyone can put forward matters for voting, and if either of those blocs oppose it then it will not happen (assuming everyone votes!). So if in doubt, vote! :)

The Delphian Council held an election to choose members of the 3rd Delphian Synedrion in 180. It was the third Synedrian election held in the Delphian Kingdom. Suffrage was limited to the upper class of all cities, specifically the aristocracy and the priesthood.

Franchise: All aristocratic and priestly neighbourhoods in the kingdom eligible to vote in the elections. Cities administered by the capital returned two Synedroi for each neighbourhood while cities with self-government each returned only one Synedros per neighbourhood.

I thank the voting neighbourhoods and Basileus Phrenos for the honour of serving as Chief Minister of the Delphian Kingdom once again.

I will now move on to open the Synedrion for business by presenting my orders acts. Synedroi can vote Yes, No, or abstain to vote on each act separately if they so wish.

Apollonia Act

(1) The two Workers west of Kirrha who are currently idle shall begin construction on a road between Kirrha and Apollonia. The road shall be constructed according to the construction plan found below, where black dots indicate tiles on which a road segment is to be built.

(2) The Worker building a farm one tile east of Apollonia shall when it is done chop down the forest one tile southwest of Agos and then build a farm on that tile. After that it the Worker shall move on to work on the road between Kirrha and Apollonia.

(3) The Worker standing two tiles east of Apollonia shall chop down the forest at its location and then build a farm on that tile. After that the Worker shall move on to work on the road between Kirrha and Apollonia.

(4) Upon completion of the Workshop in Apollonia, build a Colosseum.

(5) Upon population growth in Apollonia, establish a new farming neighbourhood one tile southwest of the city.

Scientific and Cultural Development Act

(1) Upon population growth in Kirrha, establish a new artist neighbourhood connected to the Writers' Guild and have the miners of Anthropa move to work the hillside farm two tiles east of the city.

(2) Upon completed research of Education, our wise thinkers shall turn to research Acoustics.

(3) Upon completion of the National College in Delphi Nova, build a University.

(4) Upon completion of the National Epic in Kirrha, build a University.

(5) At next opportunity, steal the technology of Machinery from China.

Prophets and Pilgrims Act

(1) In the event of a Great Prophet emerging in Delphi, he shall seek to spread the Hellenic faith to the cities of Kirrha, Si Satchanalai, Sukhothai, and Apollonia - in that order.

(2) When the Delphian treasure reaches 500 gold, a Settler shall be hired in Kirrha or Apollonia.

(a) The Settler is to be hired in the city which at the time has the fastest travel time to the lakeside hill between Kirrha and Apollonia.

(b) The Settler is to settle a city on the lakeside hill between Kirrha and Apollonia.

(c) Mt. Kailash shall, if it is not claimed by the County of Milan, be bought at earliest opportunity after the founding of the city if the mountain is at that time not already claimed by Delphi.

(d) Upon the founding of the city, the Synedrion shall immediately be consulted regarding the establishment of the city's first neighbourhood, the name of the city, its construction orders, and possible changes in orders for nearby Workers.​

(3) Missionaries and prophets of non-Hellenic religions shall be stopped from spreading their false teachings in Delphian lands.

(a) If a Great Prophet comes within the immediate vicinity* of a Delphian city, immediately declare war on his home country and capture the Prophet.

(b) If a Missionary from a civilisation with whom Delphi does not have an established trade route with comes within the immediate vicinity* of a Delphian city, immediately declare war on his home country and capture the Missionary.

(c) If a Missionary or Great Prophet spreads his religion to a Delphian city, contact his home country through diplomatic channels and ask them to stop further missions.
(i) If they refuse, or the option is not available, and a Missionary from that country comes within the immediate vicinity* of a Delphian city, immediately declare war on his home country and capture the Missionary.​

*Immediate vicinity is defined as a Missionary or Prophet being inside Delphian lands and close enough to a city to be able to move towards it and spread religion next time it moves.

Delphian Trade and Domestic Development Act

(1) The worker building a farm west of Delphi Nova shall when it is done finish construction on the abandoned farm two tiles left of Si Satchanalai, and then move on to finish construction on the abandoned farm one tile northeast of Sukhothai.

(2) The worker building a mine northeast of Delphi Nova shall when it is done set up a trading post on the grasslands northeast of Telos.

(3) The worker building a farm southwest of Dostana shall when it is done set up a trading post on the plains northwest of Archa.

(4) Do not enter any new trade deals which are clearly disadvantageous for Delphi. Luxuries are not allowed to be traded for a price lower than 5 gold per turn nor in exchange for more than one luxury.

(a) An exception to this is if the Delphian Kingdom reaches a happiness level below zero, in which case it shall be allowed to import one luxury for a higher price but only in exchange for gold per turn and luxuries of which we have more than one copy.​

(5) Upon population growth in Delphi Nova, establish a new mining neighbourhood one tile east of Valua.

(6) Upon population growth in Dostana, establish a new farming neighbourhood one tile southwest of Loquia.

Relocation and Recruitment Act

(1) The Chariot Archer stationed southeast of Apollonia shall move to the lakeside hill between Apollonia and Kirrha and stay there on Alert duty.

(2) Upon completion of the Stone Works in Dostana, train a Composite Bowman to garrison in the city. Then build a University.

(3) All other military units shall stay in place unless a war is declared by or against Delphi.

(4) The work boat outside Quebec City shall explore as much as it can of the coastal waters west of Apollonia, without trespassing in city-state waters unless necessary, and then return to Apollonia.

I am against spending treasury money in the Prophets and Pilgrims Act, but very much in support of the remainder, and support the Recruitment part of the R & R act, but not the relocation part (at least not the suggested location). Instead, I propose that the composite bowman and chariot archer, as well as the other all other military units, move to the east area (the Delphian/Unclaimed land) surrounding the Dutch city of Utrecht, a place right along our border, and a likely entering route for a Chinese or Dutch invasion, as a preemptive measure.

About the prophets act, I don't think that establishing a new city right now is the way to go honestly. It will slow us down when we haven't even got all cities under our direct control. I'd rather either build Apollonia up, or keep some cities under our control. Since I can't access the save, I can't see our current happiness levels.

In that case I propose the following amendment of the Prophets and Pilgrims Act without the new city, renamed Missionary Activity Act. After carefully considering what Kirillos said about focusing on the cities we already have I believe this is our best option for now, especially since the area around this new city wouldn't offer any new luxuries other than the natural wonder - a wonder which could easily be claimed by Milan before we even get to it.

Missionary Activity Act

(1) In the event of a Great Prophet emerging in Delphi, he shall seek to spread the Hellenic faith to the cities of Kirrha, Si Satchanalai, Sukhothai, and Apollonia - in that order.

(2) Missionaries and prophets of non-Hellenic religions shall be stopped from spreading their false teachings in Delphian lands.

(a) If a Great Prophet comes within the immediate vicinity* of a Delphian city, immediately declare war on his home country and capture the Prophet.

(b) If a Missionary from a civilisation with whom Delphi does not have an established trade route with comes within the immediate vicinity* of a Delphian city, immediately declare war on his home country and capture the Missionary.

(c) If a Missionary or Great Prophet spreads his religion to a Delphian city, contact his home country through diplomatic channels and ask them to stop further missions.
(i) If they refuse, or the option is not available, and a Missionary from that country comes within the immediate vicinity* of a Delphian city, immediately declare war on his home country and capture the Missionary.​

In that case I vote No on the Prophets and Pilgrims Act (officially) and, instead, I vote Yes on the Missionary Activity Act.
Is there anyway I could retroactively vote yes on the R & R act? I didn't really oppose it, I was just seeing if a better alternative could be constructed.
 
Sorry, I was unsure whether you voted No or abstained from voting. The way you described it sounds more like you would abstain though, I edited the post to reflect that.

That's why I pestered you once or twice on Steam and once here on the forums to say something --- because you hadn't. :p

As I said in a previous post, some of the neighbourhoods went with Kirillos because Leonidas said something that didn't align with their world view, but it shouldn't be taken as a vote in support for Kirillos because he didn't promise anything. The neighbourhoods don't like it when things are done that they dislike, but they hate being surprised by things they dislike without prior warning. So it'll be interesting to see what decisions you make here in the Third Synedrion that the neighbourhoods will take as a sneak attack on their interests. ;)

And I mentioned this to Leonidas directly, but if anyone's wondering it's actually a coincidence that he got 50% of the seats in the last Synedrion and this one. As you can see from the neighbourhood charts he lost some Delphian neighbourhoods but picked up some Siamese neighbourhoods, but the overall net result somehow ended up essentially where he was last time! Astounding. :)
 
I think I have enough to start the playthrough now.

The Missionary Activity Act has enough votes to pass even though Kirillos hasn't voted yet.

Kirillos, despite the fact that I'm going to play through this probably before you read this, feel free to cast your vote for the Missionary Activity Act (aye, nay or abstain) because how you vote will be noted by the neighbourhoods.

This is probably the most complicated set of bills as far as the neighbourhoods are concerned (maybe Leonidas's first term was complicated as well and I've just forgotten? :lol:), but I should have finished crunching the numbers soon and expect to have an update out soon. :D

Edit: I worked out why it's more complicated --- everyone's voting this time! :lol:
 
Would abstaining on a generally military act be breaking my vague promise of conquest?

Depends on the context, I feel. If you abstain and the war goes ahead, they will be less angry than if you abstain and it fails --- and if your vote could have made it happen. :p

The re-election of Leonidas Siomaios as Chief Minister heralded a flurry of legislative activity. Many of the bill he proposed to the Third Synedrion were welomed be some, opposed by some, and ignored by others. As the other faction leaders in the Synedrion largely voted in favour of most of the legislation, the neighbourhoods regarded them similarly to him, whether they loved, hated or didn't care about the measures. Points of difference between the faction leaders in this term of government were few so far, but there were some, and the people noticed.

The citizens of Apollonia in particular felt the warm embrace of the kingdom and the road was welcomed by all who dwelt there. Projects increasing farmland, building the colosseum and clearing land pleased people from all walks of life in different ways through the creation of demand for workers.

The Hellenic faithful, specifically social traditionalists and those more inclined toward the desire for war were pleased with the Chief Minister's defence of and intention to spread the faith. Those who favoured peace over religion were alarmed by these developments, and certain elements within the minority Catholic and Protestant neighbourhoods wondered if they were being targetted by the Hellenic majority. Obviously this played better in the ethnically Delphian cities rather than the Siamese cities, where the religion of Delphi was not as firmly entrenched.

The train of chariot archers moved to the lakeside hill between Kirrha and Apolloni. Warhawks within Kirrha were pleased by this action.

The Dutch Protestant Order approached the Delphian Kingdom for its famed marble. The Dutch agreed to terms of 5 gold per year for the privilege. Their emmisary also mentioned that the Dutch were pleased with Delphi's proposal to the World Congress.

The brave fishermen exploring the coast drew near to Apollonia.

Workers near Delphi Nova started their journey north to Si Satchanalai to improve farmland abandoned during the war.

Works commenced on extending the Meldanian Highway from Kirrha to Apollonia. Works continued at Apollonia.

The Shoshone Republic initiated trade negotiations with the kingdom. They were persuaded to pay 5 gold per year in return for Delphian cotton. Perhaps with a new Basileus on the throne the other nations have chosen to end Delphi's isolation? The Shoshone negotiator bragged that they had recently entered the Renaissance.

A deal where we provided copper to the Dutch Protestant Order was concluded. Negotiations to continue the deal failed when it was revealed that the Dutch could not financially afford any trade. No other nations were prepared to offer fair deals in exchange for any of the Delphian surplus product.

The people of Kirrha want silk.

The first Delphian trading post began construction near Dostana. The local aristocrats are very pleased with this development.

The Despotate of Quebec seek the wisdom of a great merchant and will reward whichever nation state can attract one.

The Republic of Zanzibar are considering their options for allegiance to a great power. They are looking to see which nation respects learning and science the most.

In news that is likely to forment divisions in Delphian society, the City of Sukhothai has officially converted to Protestantism. Seemingly in response to this a Hellenic Great Prophet arrived in the Delphian capital ready to spread the faith of Delphi. Immediately he set off west toward Kirrha to convert the faithless.

At long last the fishermen of Kirrha completed their unprecedented voyage and set upon land at Apollonia.

The City of Dostana has completed a stone works. Work has now commenced to train archers with composite bows for the defence of the city. This pleases the more militant citizens who feel such defence is necessary in this brave, new world. The training is ancitipated to take six years, but the population in Dostana appears to be increasing, so this timeframe could decrease if the rate of recruitment increases.

A forest is cleared near Apollonia, providing extra lumber for the construction of the city's workshop.

The wisest men in the kingdom have derived the means to provide education to the brightest Delphian minds.

They now turn their attentions to the concept of Acoustics, something which is expected to take anywhere up to thirteen years to complete if their initial calculations are correct.

In other news, the people of Apollonia want gems connected to the kingdom's trade network. They don't want much, do they?

The City of Dosatana grows, and a new neighbourhood is established in the rich farmland to the west of the city.
