As far as I can remember, whenever Montezuma is in a game he spends the first half of the game being afraid of me. This often makes no sense at all as he always has more military and has usually captured one or two cities fairly early. When I check the demo he is often the highest military in fact. Why afraid?

If you let him finish his sentance it goes something like "I am afraid that I am going to have to attack you in the next few turns "

Monty is only afraid to lull you into a sense of security. Then he gets afraid that you won't be a good enough sacrifice to the gods.

Monty's status in Civ 5 is always...bizzare. If you have a truly massive tech lead, or won the race to the Manhatten project, it's pretty much standard, though.
