As far as I could read it that portion of BUG is correct. We probably did not need you to overwrite the User Settings file as you took over an active player and are not "technically" a New Player for the game.

On the personalized side I would suggest Uncheck Hide Obsolete Bldgs, Hide replaced Bldgs, and Hide Obsolete Worker Actions. As in the past these have caused some concern later in the game when you have conquered a city or found a new one. This game is much farther behind the Another Game (US MP ) so you have much time to teak and steer you new Empire any way you desire.
