Possibility of bringing success chance back to espionage system

Now, I don't personally want to turn it off, but I am understanding this option has not yet materialized (the current one is just to turn off espionage completely, correct)?

That‘s right, it has not been implemented yet.

I must say that I personally think the espionage system will be extremely imbalanced with such an option activated and playing with it doesn‘t make much sense, but as it was part of the proposal, I’ll implement it.
 
Numbers and policy/building effects with missions removed can still be tweaked. City security can also be used more than just slowing down NP gain.
