I recently read a book about the 1893 World's Fair in Chicago (The Devil in the White City by Erik Larson, if you wanted to know). The author identifies director and architect Daniel Burnham as the key figure in overcoming several challenges in order to complete the project in the scheduled time, which was very tight.
With this in mind, what is the reason (game balance or otherwise) that Great Engineers cannot be used to aid production of the global projects, such as the World's Fair, proposed in the World Congress? It was surely a conscious decision by the game developers, so I was just wondering why.
If it were possible, how could it be implemented? Obviously the Great Engineer would not complete the project if expended. Perhaps it would provide and extra, say, 200 production if used, or maybe the amount would depend on the city's size or production total.
