What's the exact population loss that Nukes cause?

I know it's percentage based. But what is that percentage for A-Bombs and Nuclear Missiles?

Also, I read somewhere that Nuclear Missiles (Not Atom Bombs) will destroy any units stationed in a city. However, if you have a bomb shelter, it reduces the damage they take by 75% as well, not just the population loss reduction, is this true?
