This could be an idea for Beyond the Sword.
At the moment, cities operate mostly by their own: each city has its own management.
However, in the real life, different cities can share production, finance, population, etc.
This is how this could work in the game:
gold and research sharing: already supported. no problem
food sharing: as it worked in Master of Magic, cities could share their food, and the population could use the food from the total. For example, 3 cities have a total production of 12 food. The total population of the cities is 6, then the food is enough to feed them, even if one of these cities has to "import" food from the others.
Of course, some cities could need more food if you choose to let them grow faster, so they could turn on a "don't share food" option, to keep all their food. Or if you want to "starve" citizens in a city, another option could be "don't accept food from other cities".
resource sharing: some cities could contribute to another city production. Instead of producing something for them, they could choose, for example: "Contribute to New York production".
culture sharing: cities could export some of their culture goods to other cities, to help them to strengthen their culture. In this case, they would produce nothing, and choose to "Contribute to Washington culture".
