Combat units, including missiles and bombs, could be used to make tiles impassible for a few turns. For example a forest could be cut down and the debris left could block passage for 5 turns.
During WWII, the Finns used artillery shells to break ice that was covering part of the Gulf of Finland, when the Russians were attacking with thousands of tanks. They did not have enough ammo to attack the tanks directly. The ice broke and all of the Russian tanks sank.
