We, Nicholas I by the Grace of God, Emperor and Autocrat of all the Russias, of Moscow, Kiev, Vladimir, Novgorod, Tsar of Kazan, Tsar of Astrakhan, Tsar of Poland, Tsar of Siberia, Tsar of Tauric Chersonesos, Tsar of Georgia, Lord of Pskov, and Grand Duke of Smolensk, Lithuania, Volhynia, Podolia, and Finland, Prince of Estonia, Livonia, Courland and Semigalia, Samogitia, Belostok, Karelia, Tver, Yugra, Perm, Vyatka, Bulgaria and other territories; Lord and Grand Duke of Nizhni Novgorod, Sovereign of Chernigov, Ryazan, Polotsk, Rostov, Yaroslavl, Beloozero, Udoria, Obdoria, Kondia, Vitebsk, Mstislavl, and all northern territories; Sovereign of Iveria, Kartalinia, and the Kabardinian lands and Armenian territories - hereditary Lord and Ruler of the Circassians and Mountain Princes and others; Lord of Turkestan, Heir of Norway, Duke of Schleswig-Holstein, Stormarn, Dithmarschen, Oldenburg, and so forth, and so forth, and so forth.
In the interest of peace and prosperity, the Russian Empire affirms her treaty obligations and asks all her allies and friends to do the same:
The Holy Alliance, with the Kingdom of Prussia and the Empire of Austria, in the name of justice, love and peace, in order to perpetuate the mundane institutions and adjust their imperfection for the prosperity of all.
The Treaty of Hünkâr İskelesi with the Ottoman Empire, where we pledge mutual assistance with our Turkish friends in case of attack by a foreign power.
The Anglo-Russian Convention, where we define the boundary with our British friends in North America at 54 degrees 40 minutes north latitude, and establish respective navigation and trading rights thereof.
The Russo-American Treaty, where we define our territory in Alaska as that north of the the 54 degree 40 minute parallel with our American friends' claims to the Oregon Country as south of that line.
The Treaty of Turkmenchai, with Shahdom of Persia, which recognizes the capitulation rights of Russian subjects in the Persian Empire, and furthermore reserves our exclusive right to navigation of the Caspian Sea, and right to send consulate envoys in all territory under the suzerainty of the Shah.
The Treaty of Kiakhta, with the Qing Empire of China, where we define our border relations in Siberia and Mongolia and reserve the exclusive trading rights of Russian trading caravans and protection of Russian Christians in Beijing.
