Choosing which City-States spawn?

Hello,

This is a predicament I've faced for a while - I need the ability to choose which city states spawn - similarly to how after you choose your leader, you can choose the other leaders in advanced setup. Any mod that would allow me to do this? (or am I missing something in unmodded civ?)

I don't know if there is a mod to choose your CS during advanced setup, but it is an interesting idea. I am curious, why do you need this? Just for game flavour or do you want some unique game like only aggressive military CS?

In advanced setup you can't choose which city states could spawn.. Unfortunate, but true.. You can only choose how many city states you could choose in a map.
