Long time no see! I am mrrandomplayer, and I have worked on several stories over the past. However, traditionally, interactive stories have never been much of a success for me. This time, I plan on using a one-city-challenge for this: something I haven't seen done before in an interactive story.

First things first, we need to decide on our civ, map, government (outside of the game), and settings (by simple vote).
 
Mod: Legends of Revolution (LoR)

Leader: Pericles (Greece)

Map Type: Totestra (or PerfectWorld in the corner-case situation Totestra doesn't work)

Government Type: Ministerial

Military General: Senapati Bhadrashal (adraj.bhose)
Minister of Finance: Mortimer Green (caterpillarking)
Minister of Work: Alastair Pappalogos (Sprictum)
Foreign/Exploration Minister: Incurable Warmonger (jackelgull)

My suggestion is a non-historical mod.

For me any of LoR, RoM-AND or C2C is nice. I don't know any other.

Realism Invictus is the current non-historical mod I use. It's not too kitchen-sinky.

Also we can use Vanilla.

You know what mods I've never seen in S&T? Stuff like Final Frontier (Civ IN SPACE! There's also an upgraded version call Final Frontier Plus, it has many improvements over the original) or Fury Road (post apocalyptic civ!).

I think FF+ is too desolate compared to civ to be really really interesting.

Not to mention the pirates, the NEED for making annoying long roads because there are no "oceans" which carry trade, and the way the game handles buildings. Those three things just annoyed to me no end.
 
I vote for Fall From Heaven 2 too.
 
LoR has some added benefits, while not being so different from Vanilla Civ. If you opt for non-historical, I would propose LoR. I think Noob has a good point, it's hard to follow the stories on mods we don't know anything about. LoR is really similar to Vanilla, but with a few nice additions.
 
Legends of Revolution is LoR
 
Legends of Revolution is pretty simple compared to vanilla. If there are 20 new techs, that's a lot, I believe they included less then 20. There are some new leaders, and besides the Iroquois, I don't remember if they included another new civ.

There is also one new trait: Enlightened.

New units are the most of the inclusions, but they don't replace existing units, just are added in between the evolutionary paths, especially in the sea, where all those steam ships are added between the Ironclad era and the Destroyer/Battleship era.

I really don't remember about buildings, nor wonders and projects, so the differences are probably minimal.

Aside from all that, there is the concept of Legends, that are like world wonders but as units. This can be disabled on the options on the beginning of the game if you prefer not to use them. There aren't more then 10 of them scattered through the ages, like the 300 of Sparta, Legio X, The Barbary Corsair, 101st Airborne.

In the field of XML changes (units, buildings, resources, civics, civs, wonders, projects, specialists effects, tile yields, improvements) I think nothing else is different, but I'm not sure. Now in the optional game mechanics it may include (all of these are optional upon creating the game):

- Revolutions (RevDCM, the main component of this mod);
- Influence Driven War (battles change culture in nearby tiles);
- Start as Minors (before Writing, everybody is at war);
- Ruthless AI (the AI will do anything to crush you);

And maybe some others not present in Vanilla that I forgot about. It has been my Multiplyer mod for years already because of its stability in Out Of Sync issues, and it wasn't hard to learn because it's a lot like Vanilla. You may check Moai's "The city between 2 Rivers" story to see LoR in action.
