player only revolution mod option

Would it be possible to add an option for player only revolutions when the savegames are broken next?
It could be as simple as adding a building to all AI cities that gives +a huge amount of stability. I think this could be a nice way to play a more difficult/complex game.

Possible perhaps. Not something I'll be working on myself soon but I can see some value in the concept.
