Fixing Byzantium or "The Sacred Palace and the Patriarch".

"The Sacred Palace".
The sacred palace replaces the standard palace. It converts 25% of Culture in that city into faith.

Further, after developing theology Byzantium may purchase "Patriarchs" from any city with the Sacred Palace. Patriarchs are settler units that found cities with a free shrine, temple, and one citizen converted to the faith.
 
Sacred palace is okay, but as an addition to the UA.

Currently Byzantium is imho the most overrated civ in the game (except for Morocco). It has meh UU's that completely don't fit their eras. Cataphract definitely doesn't fit early classical and shouldn't be running around first primitive horse units, it would be hundred times better as a Knight replacement. Neither does Dromon fit Ancient Era. Those two things are made worse because Byzantium is mostly medieval, and the UU's themselves are weakish.

They're early game UU's, but you're Byzantium. If you want to get ANYTHING from your UA, you're going to have little time to use them, and since they don't give any special promotion after upgrade (not sure about Dromon, but certain about Cataphract)- using them is only going to slow you down. They're not good enough to waste production and time on them when you could be building a composite bowman instead, especially since Civ 5 hates horse units with a passion, and what use is early game naval fleet with the early gold problems?

Byzantium is also weakened by the UA that needs you to work to get anything from it (and even then it's much less rewarding than pretty much any other UA - unless you abuse the +2 tourism per faith bought building and somehow managed to get 3 building beliefs)
 
Wouldnt it be just easier to add "Upon discovery of religion (technology) a free Great Prophet spawns"? Which woulb like shadow of Mayans.
Other than that the Piety tree could be made worth of something.
