About England's enemies, they are the nation that has invaded more countries than any other nation in history, out of around 200 countries only 22 haven't been invaded by "redcoats".

I like the England idea couple of posts above, I've done a bit similar "light" version of it previously:

Play as England, other civs random except India must be included.

Conquer India
Conquer all city-states that have been under British Rule (Singapore, Sydney, Cape Town etc.)
 
Netherlands

1. Build East Indian Company.
2. Adopt Treasure Fleets policy from the Exploration tree and invest at least one policy point into Commerce.
3. Conquer a neighboring civ's coastal city. If Spain is in the game, the target city must be Spanish (not needed to be neighbor).
4. Obtain a copy of every available luxury resource from a civ on another continent/landmass. If Indonesia is in the game, instead obtain a copy of every Indonesian spice (depends on how Indonesia settled its cities).
5. Send trade routes to all the mercantile City States in the game.
6. If England and/or Portugal are in the game, compete over the same City States.

Hostile to England, Spain, Portugal, France

Hostile to England, Spain, Portugal, France

They had to have an army large enough to rival France, over 100,000 men. They should buy pikemen until they are 2nd or 3rd in army size during medieval.
 
Rome, Hemispheres or Continents, Large/Huge

1. Conquer the entire continent on which you start. You may not settle across ocean tiles until this is done.
2. Complete both the Liberty and Honor policy trees.
3. Build the Circus Maximus before the end of the Classical Era.
4. You may not found a religion. Conquer a Holy City and spread its religion to the majority of your cities.

Hostile to Carthage, Egypt, Greece, Celts.
