Civ 2 style advisors!

The advisors from civ 2 were AWSOME!. When they make civ 6, my two wants are for no Internet required, and this! Any suggestions?

Give us actual advisers to assign even dismiss which have certain traits like +2 gold for every foreign trade route etc.
