DGVI Strategic/Tactical government experiment

This thread is to track and discuss an experiment on the viability of a government split into Strategic and Tactical leaders.

Current Phase: Phase 1 (early)

Strategy:
-- Urban Planning - Cyc (city placement, workers, settlers, urban planning)
-- Military Planning - MOTH (troop levels, threats, strategic goals during conflict)
-- Foreign Relations - Black_Hole (diplomacy, trade, espionage, science)

Tactical: (Ravensfire, Noldodan)
-- Domestic - Ravensfire (workers, settlers, city placement, provincial boundaries)
-- Military - Civinator (troop movement)
-- Foreign Arrairs/Trade - Noldodan (trade, diplomacy, espionage)
-- Science and Finance - TimBentley (science, culture, wonders)

In this discussion on DaveShack's suggestion, various ideas, thoughts, issues and alternatives have been tossed about. What hasn't been done is a live experiment of how it would actually work, what would instructions look like, what problems would there be. In other words, we didn't know a lot of things about it.

I decided that we needed an experiment, a test on how things work work. This experiment will be in two phases - an early game phase and a mid-game phase. In each phase, volunteers will be divided into Strategic leaders and Tactical leaders. Each leader will be asked to write instructions based on the roles they are given. They will then be asked to comment on the other side's instructions, and their viewpoints about the entire process.

The early phase game will be from Term 1, and be the start of the third turn chat. The country is still small, but starting to grow.

The middle phase game will be from Term 3, and be the start of the 7th turn chat. The country is larger, with multiple element in play. In addition, there currently is conflict, so military must balance the settler escort needs and the offensive.

Based on a comment by Cyc, I'm going to use the roles that I had suggested, purely for this experiment. Coincidentally, it requires the fewest number of people ...

During this process, I ask citizens to not comment until both sets of leaders have posted their instructions. At that point, have at 'em!

I'll focus on the Urban Planning position in your plan, Ravensfire. If this is a test of the plan, different roles for the strategic commission should be assigned.
 
I'm still here, even though you don't see me. I've liked this idea since the beginning, and I would like to be a tactical leader for this experiment.

Nolodan - So, which role do you want? (Domestic, Military, FA/Trade, Science/Finance)? Assume Domestic has control over the city builds for now ...

For abunch of people who were just protesting the March 1st start date, you sure are doing a good job of wasting the time you have. Even if it does happen to work, you do understand that this leaves you very little time to finalize it?

I am half convinced of signing up, sa that it will make your "experiment" even more lifelike. As some ministers will likely not like the current system, and many more won't get along. But for the sake of finding this whole thing amusing, leave me out.

we will be finishing it during the game of course, just like last game...

Count me in, I would prefer a strategic positions, as I am not too good at microing :(

Yet, last year you didn't have three differant ideas of the same thing, and you also didn't have opposition to it either. Don't think it will be easy, and I really doubt much of anything is going to get done during the game.
 
I'll take a shot at this. I'll take Strategic Military since once we start DG6 I probably can't hold a Tactical role (no C3C)...

The early game seems pretty easy for Military. I assume I'm just making my own decisions on the Mil Strat since we won't be polling....

Using some of the spirit of the actual instructions and running with some stuff of the top of my head:

Strategic Discussions for planners and citizenry:
1. What balance between Military (units and barracks) and Infrastructure do we want?
Mil Strat proposes: keeping the # of Military units at about 75% of unit support level(remainder for Workers). Once each town has garison then infrastucure should be built. If resouces allows the capitol should build a barracks.
2. What balance between Offensive and Defensive units do we want?
Mil Strat proposes 100% offensive units (warriors and later archers and chariots/horses).

Initial Military Strategic Planning Instructions:
Production: warriors should be built as production capacity allows. When targets are met capitol should build barracks as production allows.

Useage: Initial 2 warriors should explore.
Additional warrriors should become garrisions and/or settler escourts.

Targets: 2+ explorers, 1 warrior per settler, 1 warrior per size 1-3 town (settler escort), 2 warriors per town size 4+.

Yes, Strider, I am aware of it. However, I like this idea, and believe it would work. I'm not niave enough to think it's perfect though. I would be hard-pressed to vote for this without a test like this, given the magnitude of the change.

The idea is to find out some things - does this work, where are the problems, can they be fixed. Given that it's just people putting their thoughts down, turn-around time is short. Will it be done in time? Beats me - but I'm sure gonna try.

Today is 2/2, there are 26 days left, but that's to the end of the month. Taking away 6 or so for elections leaves 20 days. Not insurmountable but we need a final draft of the rules for ratification in about 12 days.

Unfortunately RL hit me like a ton of bricks the last two weeks. Fortunately there are other people interested in the proposal, enough to do a test run, and for that I'm grateful. Now if I just didn't feel dead. :lol:

Strategy folks - post your instructions for the Tactical team as soon as you can!

Strategic Science and Foreign Affairs Instrucions

Well I don't get to do much as we haven't met anyone yet.

Science
Work towards Republic as we need this government for a mostly peaceful ancience/middle ages.
Possible sidetrack suggestions include iron working, map making, and literature.
As this is Monarch we should attempt to research ourselves to Republic and buy other techs that we need.

Foreign
Remain peaceful with atleast all border countries.(Preferably all for the ancient age)

Trade
Accept all demands except for luxs or techs.
Actively trade techs to get ahead in the tech tree.

Espionage
Upon getting writing please soon establich embassies with border civs.

i had the same thought, but i wasnt sure if i was in control of the slider at the strategic level

That's an immediate decision the Strategic leader on science will need to make. In actuality, it would be a discussion on it. Here, it's their call. I would imagine guidance on what techs to go after (example: bee-line to philosophy, then to monarchy. Trade for what you can), what techs to sell (hold on tech X, sell the rest), etc.

The tac leaders takes that and creates the queue and trade instructions.
