Civ V DX10 Issue on Vista 32-bit

I've posted on other threads reporting similar issues but none of the trouble shooting has helped.

I updated my graphics drivers and updated everything Microsoft has pushed out for Vista via the windows updater and I am still unable to play in DX10 mode.

I am always stuck having to pick DX9.

My little pop up also has what appears to be text error on the DX10&11 options.

Any help?

System specs please.
Might be that your graphics card is not capable of DX10.

EVGA GTX 260
3 gb ram

Vista is updated with the latest patches?

Yes, used windows updater to check nothing new to download.

I forgot to add I am on Service Pack 2. Which is what the launcher required for DX10 access.

fixed... by complete uninstall and reinstalling the whole thing...
