- Q at ruleset.
- Q 7.1 affected
- Suspicions of cheating / unfair playing / breach of ruleset.

Here is the only valid ruleset. Please, observe it. All others are copies without warranty.

Regelwerk Ruleset
1.Teams

1.1. Jeder Spieler darf nur einem Team angehören.

1.Teams

1.1. Every player may only be member of one team.
1.2. Moving from one active team to another one is not allowed, unless exceptional circumstances occur that require this in order to continue the game. (E.g. one of the four teams becomes incapable of continuing the game without extra players.) In that case the move will be discussed by the referees and voted on by the teams. The player must not pass on or act on any information that was obtained only from the old team.
1.3. After a team has been eliminated from the game, its members may apply to become members of another team still active. They are free to share any information they have with their new team. The new team may decide, whether it wants to accept refugees or not.
2.Espionage and diplomacy

2.1. Any form of espionage, except the in game forms of espionage is prohibited. It is explicitly forbidden to gain access to the internal/private forums of other teams, or to open save files of other teams.

2.2. Screenshots and visual maps cannot be traded/exchanged between teams until one of the trading partners has researched Map Making. After that, teams are free to trade screenshots as a normal trade item. Verbal descriptions (descriptions of the terrain, general directions in terms of landmarks as long as no images are involved) are allowed without any prerequisite.

2.3. Diplomacy and communication between teams/players is not allowed before they have in game contact. (Either by meeting in game or if another team with the required technology sells the contact to one of the two teams in question.)
3. Irreversible actions and turn logs

3. Irreversible actions and turn logs

3.1. Irreversible actions are all in game actions that can’t be undone without reloading the save.

3.2. Only one player at a time is entitled to execute irreversible actions.

3.3. When playing the turn, any irreversible actions done by another player, have to be repeated in exactly the same order as they were done originally. Reloading the save because of unfavorable outcomes of events is not allowed. If you are playing the save and the game crashes on you, it is permitted to load the save again, but please notify the referees as well.

3.4. All teams have to make sure that 3.2 and 3.3 can be assured at any time. In case this can’t be assured, the referees are allowed to dictate a way to enforce this rule.

3.5. For all actions a log has to be written, as long as they can’t be deducted uniquely from the next save. If a team's turn-log turns out to be not detailed enough, the referees can request that in future more details are to be added.

3.6. For all battles a detailed log has to be written and provided to the attacked team(s) when sending on the save. This includes precise location, involved unit types and number of hitpoints lost on each side.
4. Contracts and alliances

4.1. Die Einhaltung von Verträgen ist freiwillig. 4. Contracts and alliances

4.1. The compliance to contracts is voluntary.
5. Team interaction

5. Team interaction

5.1. It is not allowed to declare war and make peace again the next turn. A war needs to last at least full 2 turns. This serves the following purposes:
a) prevent premature canceling of 20-turn in game contracts (like MA, MPP, ROP, embargo, resource deals, gpt deals)
b) prevent exploits like "exchange of artillery type units" or "double-duty" of artillery type units and workers.

5.2. A resource or a city that has control over a resource may only be traded once per 20 turns, unless the interruption of the trade was caused by a third party (war opponent, barbarian, etc). In the latter case, the trade may be activated again.
This means, you are allowed to interrupt a resource deal by voluntarily cutting a road, selling a harbor or other similar actions, before the 20 turns are over, but in this case you are not allowed to sell the particular resource(s) again, before the 20 turns are completed.

5.3. An allied victory is excluded. Only one team can win the game.
6. Borders and right of passage

Borders and right of passage

6.1. Right of Passage must be given explicitly in the embassy thread corresponding to the two parties and can be canceled at any time. Any kind of deals/conditions can be associated with a Right of Passage, for example "your warrior is allowed to pass through the territory of town X, if 7 turns from now our warrior may pass through the territory of your town Y". The in-game form of Right of Passage only adds the bonus of leveraging the roads in foreign territory for increased movement/speed.
No exception for "first contact".

6.2. If the other team has not explicitly granted Right of Passage, you must declare war in game, before moving any units into their territory.

6.3. If during the other teams' turns one or more units have ended up within the cultural borders of another team (e.g. because of cultural expansion, founding of a new city or cancellation of ROP), you have to undertake one of the following actions:
a) make sure your unit(s) leave the opponents territory within a minimum number of turns (the other team may tell you exactly, which path the units have to take)
b) make an agreement about ROP with the other team
c) declare war

7.14. Pre-Saves sind verboten. 7. Prohibited actions

7.1. Actions (in game or diplomacy) which are not explicitly mentioned under 7 or 8 may only be executed after being confirmed by the referee(s). It is advised that if a team is in doubt, they ask the referees via PM and get a clarification.

7.2. It is not allowed to break into the city screen of any city at the beginning of the turn.

7.3. Go-to, as well as all other "automatic" orders are only allowed if they will be finished within the same turn.

7.4. Only empty cities may be gifted/traded. Teams are not permitted to gift/trade cities with the intent of teleporting units.

7.5. The naming of units and cities may not be misleading for the other teams. In particular teams cannot name or rename cities or units with the names of technologies, resources, maps, units, or gold. (E.g. calling a city "Map Making" and offer it as a tech in the diplomacy screen is prohibited). Also teams may not rename units to pass them off as another unit type. In cases of doubt the real type of this unit has to be disclosed to other teams.

7.6. Using graphic mods that give more info about the map than the original graphic are not allowed.

7.7. When stealing techs, only one tech per attempt may be stolen.

7.8. It is prohibited for teams to capture and recapture each turn units such as workers, artillery-type units, and other non-combat units for the intent of using them twice in a turn against another team.

7.9. A team may not sacrifice units to another team for the purpose of allowing promotions or creating great leaders.

7.10. It is not allowed to use up all of a ship's movement points and then press Fortify All, because this will fortify not only the units in the boat, but also the boat itself, giving increased visibility on the next turn.

7.11. Teams may not have a negative income when they end their turn which would put their treasury below zero gold, at the expense of just a few units or buildings, in order to gain advantages (such as running full science), which they could not normally afford with their regular income. Although having a negative income is permissible, perhaps to finish research of a technology one turn quicker, exploiting the game in the aforementioned manner, in a way that the disbanding of units and buildings does not make up for the commercial gains, is not allowed. If a team does end with a negative income and gets the in-game pop-up saying buildings/units have been disbanded, they should let the referees know.

7.12. It is not allowed for a team to use civil engineers to contribute shields to the construction of a building, and then rush that building and switch to a unit, as the shields from the civil engineers will carry over when they should not. Additionally, teams cannot partly build a city improvement, rush it, and then switch production to another building and continue this process, as the civil engineers' shields will be counted once for each rush, providing a false number of shields.

7.13. Using any utility for the purpose of altering the game save or a game event is prohibited. The save file may be opened only with C3C v. 1.22 and no other program/software.

7.14. Pre-Saves are forbidden.
8. Allowed actions

8.7. Schiffsketten sind erlaubt. 8. Allowed actions

8.1. All actions that were common and unpunished in previous DGs, are allowed, as long as they are not explicitly prohibited by these rules.

8.2. Secret building of wonders via Palace prebuild or other buildings.

8.3. Palace jump by abandoning the capital.

8.4. The Great Library Elevator is allowed. (E.g. jumping into the Industrial Age by capturing the Great Library at the right moment.)

8.5. Exchange of techs and joint research plans are allowed.

8.6. Workers may be exchanged to reduce unit upkeep.

8.7. Ship chains are allowed.
9. Limitation of the game mechanics

9. Limitation of the game mechanics
9.1. Turn players for a team must have "Always Renegotiate Deals" off in their preferences.

9.2. The standard archer unit, UUs basing on them and their upgrades will have the ability "amphibious attack", but they are not allowed to attack cities from seaside. Berserkers can also attack cities.

9.3. The game will be modified so that trading of contacts becomes possible with Writing and trading of maps becomes possible with Map Making.
10. Time limit for turn playing

10. Time limit for turn playing
10.1. The first turn is played without time limit. At the beginning of the second turn, the time accounts are opened with a starting amount of 48 hours.

10.2. At the beginning of every following turn the time account will be increased by 24 hours. (Note: the 96 hour limit of 10.5. applies.)

10.3. Addition: Beginning on March 1, the time account will be increased by 30 hours at the beginning of each turn. (Note: the 96 hour limit of 10.5. still applies.)

10.4. The time account of a team will be decreased by the time used for playing the turn.

10.5. The time account cannot exceed 96 hours. No more time will be credited.

10.6. In case the time account falls below 0, the referee will click through the turn (and send it on to the next team).

10.7. As long as the forum is not reachable, or the game is halted, no time will be deducted from the account.

10.8. The sending of the turn and the calculation of the turn time will be done via the embassy forums. If team A wants to send a save to team B, they will just make a new post in a special thread (turn handover thread) inside the "A-B embassy forum" and attach the file to the post.
The timestamp of that post will be used as the end time of team A's turn and as the start time of team B's turn.

10.9. Each team gets a "timeout" at the start of every second month (the first one right at the start of the game). These timeouts can be accumulated. Whenever a team wants to "cash in" such a timeout, the referee just adds 24h to their current turn clock.
11. Penalties

11. Penalties

11.1. Penalties after a violation of a rule are decided by the referees. Team leaders are at their disposal for consulting them.

11.2. A team shall not be punished for the mistakes and or misdoings of a single player, but the game balance has to be re-established after a violation. The punishment shall be measured in such a way that it compensates the advantage a team gained by violating the rules.

11.3. Punishment may be limited to one single player or the entire team, but it will not be overly harsh or cruel. It could include forced anarchy, forced payment of gold, removal from the team forum for a period of time, or other actions. If a team feels it is unfair, they may appeal the decision.

11.4. Players, who gain access to information in an unintended way, have to skip until the information gets irrelevant.

11.5. Players, who intentionally break the rules, can be excluded/banned from the game temporarily or permanently.

Just to keep everyone on the same page, I have repeatedly asked Worf to remove the links to CivForum from our private forum. He has only argued with me that they are appropriately placed. I will now request that DaveShack alter Worf's post to reflect my request.

I have also booted Worf from our private forum. He must must request to get back in and I'm not real happy with him at the moment. If he ignores the improtant requests for administrative work by the Team Captain on minimal reasonings, he'll get booted until we need him again. Please, no one else post links to the CIFO in the private forums. Thanks.

Just for my understanding. What is the problem with links to CiFo?

I find it rather strange that you just kick a referee. At least you can write a detailed explanation for such an action. It won't help us as a team.

A team captain for a Team X, playing in an ISDG with teams from another website, sees a situation in his private forum that he is not happy with. The situation exists only beause this team captain allowed the only Referee in the game access to the team private forums. The Referee is a long-standing member of the other website. The team captain PM's the Referee and asks politely if the Referee will alter his post and/or repost links to his home base website outside the private forum. The Referee replies with a PM stating that he doesn't understand why he has to do this, he doesn't see that he has done anything wrong, and refuses the request. The team captain replies politely his reasons in more detail, once again requesting removal of the links. The Referee once again refuses to remove the links, in fact, does not even respond to the PM. (I'm sure you know who the two people are.)

I even asked DaveShack to remove the links, as he was just granted access to the private forums today (for moderation purposes). DaveShack responded with basically the same reply as Worf. He doesn't understand.

He I've made a simple request for administrative actions. These actions are as deep and as heavy as pressing the delete button. I didn't ask for a chance to debate policy. I just wanted the links removed. I've been refused. Sorry, Calis. This is the best you're going to get from me. I'm gone as Team Captain. Choose someone else.

Cyc, I also contacted Worf in this matter. And he was busy so didn't reply to your second PM quickly.

And still, I do not understand what is the problem with those links?

If you could explain it, I might understand your concern.

I'm gone as Team Captain. Choose someone else.

Is this your final decision? I still don't get it, my friend. But if it is your decision, we have to take the next steps. As you mentioned it is your social group. How can we solve it? Can it be transferred to someone else?

If nobody disagrees, I can take over that role (at least temporarily).

But I would prefer Cyc to think over it again.

That would be good, Calis. This is a democracy and I have exceeded my term in office. Time for new blood.

Therefore, I'll nominate as my replacement as Team Captain,

EvilConqueror
Sparthage
CharlemagneXLII

Anyone and everyone is eligible. Self-nomination is also appropriate.

“The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants."

Therefore, I'll nominate as my replacement as Team Captain,

Errr... What exactly does the team captain do?

From my point of view his main task is to represent the team in the UN, means towards the other teams. Maybe in case of internal problems/disputes, he can help to solve them.

We need to move this conversation out of the Referee's Q & A.

DenyD Checking in...Looks like I'm finally setup on this site...now to try the cifvorum site...

I'm missing the turn-logs.

Please, open a turn-log thread. 1 turn, 1 posting. At least a link to the final decision posting or to the beginning of turn discussions.

I believe our State of the Empire thread is being used for a turn log. It holds all the information for each turn. Supplying a link to each "turn" of the planning discussion may be asking a lot. Maybe we'll just start a new thread for each turn's planning? That might be easier, but a little more cumbersome.
