Is it intentional, that the perdiaicons.txt for the GOTM games (CIV III Classic version) is missing all pictures for Japan, France and Aztecs?

E.g. these lines are just missing in the file and so the civlopedia, trade screen, etc. are missing any images for these races.

#RACE_AZTECS

art\advisors\MN_all.pcx
#RACE_JAPANESE

#RACE_FRENCH
art\leaderheads\JO.pcx
art\advisors\JO_all.pcx

The same applies to all other entries for these 3 races. It could be easily corrected - just a c/p job - but I'd like to know first, if I will break something else by fising this.

I think you should be able to add them in. There was a belief during earlier GOTM development that you could only have 31 civs listed in th pediaicons.txt file. We now think this was mistaken, and the limit only applies to civ records within the save file. However, there is a legacy from that period, and as some of the newer mior civs were introduced some of the traditional ones were displaced.

I do not believe you will cause yourself any problems if you reinstate them, though it will not cause problems in the present game leaving them out either, unless those civs are included as rivals to Spain. If you put them back in then you will be able to switch games more easily between sgotm1 and gotm30, for example, just by swapping resources files and leaving a single superset pediaicons.txt in place.
