I have already reported this bug with 1.12B and it is still unfixed.
Description of problem:
When starting an epic game with the Dutch and with the option 'culturally linked starting locations' on you will find yourself amidst American civs.
Steps to reproduce:
Start an epic game with the Dutch with the option 'culturally linked starting locations' on.
Observed result:
You will find yourself amidst American civs.
Expected result:
You should start amidst European civs.
Firaxis/Atari, please fix it. It is important when you are Dutch like me!
