200+ Production achievement

I need some help doing this. I tried Mongol buried in the mountains and switched to communism, but I couldn't get past 140 hammers with a city size of 31 and several Great People, factory, and a couple wonders.

Any suggestions?

Build an Iron Mine in the city (needs Railroad tech, gives +4 hammers to mountains worked by this city)

Great People don't give production... the Great builder only makes buidings cheaper
Wonders also don't increase production.
