Currently, when a unit with the withdraw from melee promotion withdraws from a melee attack, they don't take any civilians they are protecting with them, resulting in them being instantly captured by the opponent.

This isn't fun and isn't AI friendly. Let's remove it.

Additionally, naval units that are protecting embarked units should also have the embarked units retreat with them instead of being heavily damaged.

Withdraw from melee? Yes, okay. We’re about to remove a bunch but whatever.
Heavy charge? No thank you. Being able to unstack and kill generals is one of the best things about this ability right now.
 
agree with the withdrawal-only implementation, but otherwise this would be nice to have.

I implemented a lua function to do this in MB+ mod, though the broader mechanism it was a part of was a poor fit for VP and deprecated now. I don't think it would be that hard, I have zero familiarity with the .dll mind you, but essentially you need the "retreatFromPlot" & "retreatToPlot" already determined; once retreat is confirmed, loop through all units in the retreatFromPlot and Unit:SetXY each one into the retreatToPlot.

We may also have to decide how to handle embarked land units stacked under naval escort, depending on how this congress round plays out. For consistency and AI-friendliness, should probably apply at sea in this manner too -- ie proposal should read something to the effect of "...take protected escortees with them" rather than strictly "civilians"

That's total cheese and you know it.

The only reason that's viable is because the AI doesn't know how to handle Heavy Charge units.
 
Okay I'm gonna separate this into two proposals and include embarked units when naval units withdraw.
