[Vote] (5-49) New Skirmisher Pickable Promotion: Envelopment

Proposal:
Make the current Mongol unique promotion into a pickable promotion for all skirmisher units
This is related to 5-38a: Mongol UA and UB Buff

Envelopment
All skirmishers can choose promotion from the promotion tree
Requires Accuracy II or Barrage II
Unit can benefit from Flanking bonuses
+10% Flanking

Reasoning:
We don't have enough unique skirmisher line promotions, and there aren't a lot of interesting promotion picks for Skrimishers right now
The Mongols would benefit from a stronger unique promotion, but the one they have now is still very interesting

The two promotions do different things:

Envelopment lets a ranged unit benefit from flanking
screening lets a recon unit act as 2 units for calculating flanking bonuses vs an enemy
