For City-State Coup Quest:
Current value: 40 influence, 150-160 Great Person Points for all Great People in Capital
Proposed value: 40 influence, 100-110 Science
Rationale: Currently the CS coup quest is extremely strong, to the point where diety players in the discord have suggested that Statecraft is better than Artistry for generating GP. While it could just take a total GPP nerf, I feel that granting GPP for CS/spying actions does not fit very well, because it steps on the toes of Artistry. Instead, the CS coup quest could be a mirror to the Spying on another Civilization quest. The Spying quest currently grants 60 influence and 150-160 science. Therefore, the CS Coup quest could take the same types of yields, just at 2/3 the rate - so 40 influence and 100-110 science. As both require spies, they make sense as mirrors. However coups are significantly stronger and easier than spying on majors, so it should grant reduced yields.
While the Spying quest is seen as a bit weak because later game it can take 40+ turns to do 2 spying actions, that will have to be left unchanged for now as Espionage is likely going to take changes this congress.
