The entire use of it is rather embarassing. See, we were facing some inflation problems, and frankly, when our economy collapsed, the foriegn worker visa plan just didn't work out. Probably because every time we tried to send a worker it was killed by a barbarian. So we built the thing to unstagnate our economy by creating jobs for our people.

Unfortunately, seeing as we haven't discovered currency yet, this didn't work either.
