A mod that improves civic balance?

Among the many things K-mod changes include some civic changes, such as serfdom giving farms +1:commerce: and towns -1:commerce:. Feudalism is actually a pretty good economic tech in K-Mod for some empires.
 
Yeah I've put this change into my game permanently. I like it, although the more viable civic options you have, the better Spiritual becomes. I also increased Free Religion research bonus slightly and made some small improvements to Environmentalism I can't remember. It's quite easy and fairly intuitive to make XML changes, if you haven't tried.

It would be nice though if there were some simple changes we could all agree on here, because there are some glaring imbalances in the game. But of course that would be a miracle...

And serfdom+Hagia Sophia on some maps is very very strong...

Police State: +1 Espionage per Specialist
Vassalage: Medium Upkeep instead of High
Serfdom: +1 Hammer per Farm
Mercantilism: +1 Commerce per Workshop, +1 Gold per Specialist
Environmentalism: +1 Culture per Specialist
Forest Preserve: +1 Food with Irrigation (indirectly boosting Environmentalism), also increase their probability of spreading forests

Does that sound alright so far?
