A question about the Order social policy

When you adopt the order tree from the social policy tree you get a 1+ bonus for your cities.

However, does this only apply to your current cities or also future cities?

For example lets say I own 8 cities and pick the order policy and then build more cities later, in that case would only the first 8 cities benefit and not the later ones? If that is the case then is it stupid to pick the order policy unless you have lots of cities?

It applies to all cities, regardless of when constructed or captured.

Any future cities receive the +1 happiness upon creation.
