Adding custom civs

What's the proper way to add custom civs to both the multiplayer and and single player versions of Bug 3.6?
 
BUG shouldn't require anything different from the normal game in this area. The only time BUG needs to be told about anything is if you add new traits, and then only so they show up nicely in the Sevopedia since this is a new feature to the game.

BUG doesn't override any of the civ/leader/unit/building data, so feel free to add your own XML files for this.
